A Memorandum to the President of Venezuela Posted: Sunday, October 13, 2002
After his election as President of Venezuela, Hugo Chavez Frias called a meeting of his special advisory team and asked them to produce a 10-point program to help put Venezuela in a satisfactory social, economic and political shape in no more than three years.
The President asked for a clear, simple and direct guide ... "no rethoric, please ... no lengthy explanations ... no more diagnoses ... we all know what is wrong ... just give me the recipe, provide me with a map to get where we have to go. Two pages at the most."
