LONDON - Photos of U.S. soldiers abusing Iraqi prisoners drew international condemnation on Friday, prompting the stark conclusion that the U.S. campaign to win the hearts and minds of Iraqis is a lost cause.

U.S. Abuse of Iraqi Prisoners Inflame Arabs DUBAI (Reuters) - Photos of U.S. soldiers abusing Iraqi prisoners inflamed Arab sentiment, sparking rage, hatred and a grim comparison that U.S. liberators were no better than ousted Iraqi dictator Saddam Hussein.
"Most Arabs said Washington's credibility as the world's leader of democracy and human rights was exposed."
"These soldiers are being touted as the saviours of the Iraqi people and America claims to be the moral leader of the world, but they have been caught with their pants down, they have been exposed, the whole world sees them as they really are," said Mahmoud Walid, a 28-year-old Egyptian writer.
The CBS News program "60 Minutes II" on Wednesday broadcast photos taken at the Abu Ghraib prison late last year showing U.S. troops abusing some Iraqis held at what was once a notorious center of torture and executions under Saddam. story.news.yahoo.com
Photos showed Iraqi prisoners naked except for hoods covering their heads, stacked in a human pyramid, one with a slur written in English on his skin. Fierce fighting has erupted in the restive Iraqi city of Falluja as US occupation forces strike the town with warplanes, helicopter gunships, mortar bombs and tanks.

Cultivation of genetically modified crops to be prohibited on Venezuelan soil Venezuelanalysis.com President Hugo Chavez Frias has announced that the cultivation of genetically modified crops will be prohibited on Venezuelan soil, possibly establishing the most sweeping restrictions on transgenic crops in the Western Hemisphere. Though full details of the administration's policy on genetically modified organisms (GMOs) are still forthcoming, the statement by President Chavez will lead most immediately to the cancellation of a contract that Venezuela had negotiated with the US-based Monsanto Corporation. Before a recent international gathering of supporters in Caracas, President Chavez admonished genetically engineered crops as contrary to interests and needs of the nation's farmers and farm workers. He then zeroed in on Monsanto's plans to plant up to 500,000 acres of transgenic soybeans in Venezuela. Poland planning pull-out of troops from Iraq Poland is planning to withdraw its troops from Iraq in the coming months, dealing another blow to the US-led coalition forces there.
The revelation yesterday by a senior government adviser that Poland's 2,500 soldiers would leave Iraq comes just a day after the new Spanish Prime Minister, Mr José Luis Rodríguez Zapatero, announced the pull-out of Spanish troops "as soon as possible".

by Thalif Deen UNITED NATIONS - The United States and France have intimidated Caribbean countries into delaying an official request for a probe into the murky circumstances under which Haitian President Jean-Bertrand Aristide was ousted from power in February, according to diplomatic sources here.
The two veto-wielding permanent members of the 15-nation Security Council have signaled to Caribbean nations that they do not want a U.N. probe of Aristide's ouster.

New Reports on U.S. Planting WMDs in Iraq Posted: Tuesday, April 13, 2004
April 13, 2004 Mehr News Agency (Tehran, Iran) BASRA -– Fifty days after the first reports that the U.S. forces were unloading weapons of mass destruction (WMD) in southern Iraq, new reports about the movement of these weapons have been disclosed.
Sources in Iraq speculate that occupation forces are using the recent unrest in Iraq to divert attention from their surreptitious shipments of WMD into the country.
An Iraqi source close to the Basra Governor’s Office told the MNA that new information shows that a large part of the WMD, which was secretly brought to southern and western Iraq over the past month, are in containers falsely labeled as containers of the Maeresk shipping company and some consignments bearing the labels of organizations such as the Red Cross or the USAID in order to disguise them as relief shipments.
The source, who spoke on condition of anonymity, added that Iraqi officials including forces loyal to the Iraqi Governing Council stationed in southern Iraq have been forbidden from inspecting or supervising the transportation of these consignments. He went on to say that the occupation forces have ordered Iraqi officials to forward any questions on the issue to the coalition forces. Even the officials of the international relief organizations have informed the Iraqi officials that they would only accept responsibility for relief shipments which have been registered and managed by their organizations.
The Iraqi source also confirmed the report about suspicious trucks with fake Saudi and Jordanian license plates entering Iraq at night last week, stressing that the Saudi and Jordanian border guards did not attempt to inspect the trucks but simply delivered them to the U.S. and British forces stationed on Iraq’s borders.
However, the source expressed ignorance whether the governments of Saudi Arabia and Jordan were aware of such movements.
A professor of physics at Baghdad University also told the MNA correspondent that a group of his colleagues who are highly specialized in military, chemical and biological fields have been either bribed or threatened during the last weeks to provide written information on what they know about various programs and research centers and the possible storage of WMD equipment.
The professor also said these people have been openly asked to confirm or deny the existence of research or related WMD equipment. A large number of these scientists, who are believed to be under the surveillance of U.S. intelligence operatives, have claimed that if they refuse to comply with this request, they may be killed or arrested on charges of concealing the truth if these weapons are found by the Bush administration in the future.
He said that the Iraqi scientists believe their lives would be in danger if they decline to cooperate with the occupation forces, especially when they recall that senior U.S. officer Michael Peterson once said, “Iraqi scientists are at any case a threat to the U.S. administration, whether they talk or not.”
A source close to the Iraqi Governing Council said, “In the meantime, many suspect containers disguised as fuel supplies have been moved about by some units of the U.S. special forces. The move has been carried out under heavy security measures. Also, there are unofficial reports that the containers held biological and bacteriological toxins in liquid form. It is possible that the news about the discovery of the WMDs would be announced later.”
He also said that such mixtures had been used by the Saddam regime in the 1990s.
The source added that some provocative actions such as the closure of Al-Hawza periodical by U.S. administrator Paul Bremer, the secret meetings between his envoys with some extremist groups who have no relations with the Iraqi Governing Council, the sudden upsurge in violence in central and southern Iraq, a number of activities which have stoked up the wrath of the prominent Shia clerics, and finally, the spate of kidnappings and the baseless charges against the Iranian charge d’affaires in Baghdad are providing the necessary smokescreen for the transportation of the WMD to their intended locations.
He said they are quite aware that the White House in cooperation with the Central Intelligence Agency (CIA) has directly tasked the Defense Department to hide these weapons. Given the recent scandals to the effect that the U.S. president was privy to the 9/11 plot, they might try to immediately announce the discovery of weapons of mass destruction in Iraq in order to overshadow the scandals and prevent a further decline of Bush’s public opinion rating as the election approaches.

US Picked Iraq Council Demands Immediate Cease-Fire
by Hamza Hendawi Published on Friday, April 9, 2004 by the Associated Press BAGHDAD, Iraq - In a split between U.S.-picked Iraqi leaders and American administrators, the Governing Council demanded an immediate cease-fire across the country Friday and a halt to military operations that punish civilians.
A Shiite member of the council also met with radical Shiite cleric Muqtada al-Sadr, whose militia is battling U.S.-led forces in the south, and announced he was suspending his membership in the Iraqi Governing Council until the "bleeding in all Iraq" ends.
Another member, Ghazi al-Yawer, threatened to quit the council over the Marines' bloody siege of the city of Fallujah, aimed at uprooting Sunni insurgents.
U.S. forces have been fighting a two-front battle this week - against Sunni militants in Fallujah and al-Sadr's militia in the south - that has killed more than 460 Iraqis and 45 Americans. Full Article

Bush Was Warned of Possible Attack in U.S., Official Says by Eric Lichtblau and David E Sanger Published on Saturday, April 10, 2004 the New York Times WASHINGTON — President Bush was told more than a month before the attacks of Sept. 11, 2001, that supporters of Osama bin Laden planned an attack within the United States with explosives and wanted to hijack airplanes, a government official said Friday.
The disclosure appears to contradict the White House's repeated assertions that the briefing the president received about the Qaeda threat was "historical" in nature and that the White House had little reason to suspect a Qaeda attack within American borders. The warning came in a secret briefing that Mr. Bush received at his ranch in Crawford, Tex., on Aug. 6, 2001. A report by a joint Congressional committee last year alluded to a "closely held intelligence report" that month about the threat of an attack by Al Qaeda, and the official confirmed an account by The Associated Press on Friday saying that the report was in fact part of the president's briefing in Crawford. Amir Attaran and Craig Jones say Canada's Attorney-General Martin Cauchon should indict Zimbabwe's President Robert Mugabe for crimes against humanity.
Attaran is a lawyer and associate fellow at the Royal Institute of International Affairs in London. Jones is a lawyer in private practice in Vancouver.
The two lawyers are emblematic of a large group of NGO's, human rights organizations and progressives in Canada, the US and the UK, who want something done about foreign leaders accused of committing crimes against humanity.
But the high dudgeon of these groups seems to fall heavily on leaders of small and weak countries that resist integration into the US dominated capitalist system, and to fall less heavily on human rights abusers who preside over privately owned economies. And their attention almost never falls on deserving figures closer to home.
For example, while citing what they call Mugabe's "racially motivated sponsorship of armed thugs to confiscate white-owned farms," Attaran and Jones have no words of condemnation for US President George W. Bush, his key advisors, and his principal backer British Prime Minister Tony Blair.
On top of operating a concentration camp at Gauntanamo Bay and carrying out extrajudicial assassinations, the Bush administration has pursued two wars of aggression, crimes for which leading Nazis were condemned to death at the Nuremberg trials. Surely, crimes of this magnitude should put Mr. Bush and his key advisors at the top of Mr. Attaran's and Mr. Jones' list.
And the list needn't stop there. It could also include former General Wesely Clark, who's making a bid for the Democratic presidential nomination.
Clark led NATO's 78-day air war on Yugoslavia, an illegal affair from start to finish that saw the retired General order his bombers to attack bridges, roads, homes, factories, schools, hospitals, petrochemical plants, electrical power stations, an embassy and a radio-TV building, none of which had anything to do with the Yugoslav military, or its presence in Kosovo, and all of which were civilian targets, presumably safe from attack
Clark, for whom the obloquy "Butcher of Belgrade" fits like a glove, is an obvious war criminal. So why are Attaran and Jones going after Mugabe. Surely, whatever Mugabe is accused of is small potatoes next to Clark's crimes.
Indeed, Jones, a Canadian, should have an especial interest in his own Prime Minister, Jean Chretein, who approved Canada's participation in the Kosovo campaign. Ottawa once boasted that Canadian warplanes flew the third highest number of sorties in the weeks-long war, accounting for 10 percent of all the bombs dropped.
But Canada's participation in the destruction of a country is hardly something to boast about. Chretien is ultimately responsible for 10 percent of the bridges, roads, factories, and other civilian targets that were destroyed. That makes the Canadian Prime Minister party to war crimes, and certainly deserving of prosecution. Yet he doesn't make the list.
Instead, human rights groups, NGO's and lawyers like Attaran and Jones almost invariably condemn leaders of countries called hostile to the West, that is, leaders who have closed important parts of their economies to Western trade and investment, and pursue independent foreign policies. Dictators, and human rights abusers who preside over privately owned economies, escape almost unscathed.
Take Saudi Arabia, for example. It is equally, if not more so, as much a human rights nightmare as pre-war Iraq was. Yet it is rarely mentioned by the those who call for the heads of Milosevic, Hussein and Mugabe. And given the hue and cry about Hussein being a dictator, and North Korea developing nuclear weapons, you'd never know Pakistan is ruled by a military dictator and is equipped with nuclear arms. Pervez Musharraf is rarely ever mentioned, except in friendly tones.
But then there's little to be gained by Western powers targeting Pakistan and Saudi Arabia. They're already firmly ensconced in the Western orbit.
There was, however, once something to be gained by ousting Slobodan Milosevic, the Serb president of the Yugoslav federation. Yugoslavia once had a largely socially and state-owned economy. And it pursued an independent foreign policy.
Western powers encouraged the federation's republics to secede, and backed their most right-wing elements. The Serbs, led by Milosevic, resisted.
Soon enough, Milosevic was transformed into a human rights monster. A program of destabilization, economic warfare, bombing, a proxy guerilla war, and interference in elections, eventually toppled Milosevic, to the cheers of human rights liberals, convinced the Yugoslav president was Hitler-reborn.
Today, the economy has almost been wholly transformed from a socially-owned one, to one owned by Western investors.
It's no accident that the so-called "democratic opposition" in target countries, seen as champions of democracy and human rights, are, first and foremost, champions of neoliberal economics and of their country's integration into the US dominated global capitalist order.
The Democratic Opposition of Serbia, much beloved by US progressives, is firmly neoliberal.
The Movement for Democratic Change, Zimbabwe's main opposition group, is a fervent proponent of free market economics.
And the Iraqi National Congress, pre-war Iraq's main exile opposition group, also favors penetration by US capital.
Yesterday, the puppet regime Washington installed in Iraq announced that 192 state-owned and state-controlled companies would be put on the auction bloc, up for sale to foreign investors.
Hailed as a measure that will kick-start the economy, the sell-off is hardly stimulative. It simply transfers ownership of Iraq's non-oil assets from the rightful owners -- Iraqis -- to Western firms and investors.
This is theft, pure and simple. Iraqis -- other than those handpicked by Washington -- haven't consented to it. And its Washington's masters – Wall Street – that will benefit.
So what of Zimbabwe -- what does it have to do with Iraq and Yugoslavia?
First, its land redistribution program challenges the idea of the inviolability of private property, one US administrations hold as a moral principal.
Second, it has been less than biddable where the IMF is concerned, balking at the organization's dictates. This, Yugoslavia, under Milosevic, did, as well.
And third, it has interfered with the West's proxy wars in Africa.
In short, Zimbabwe isn't playing by Washington's economic rules.
Nor, significantly, is Iran or North Korea, two countries in Washington's cross-hairs, about which human rights concerns have also been raised.
To be sure, no country is free from human rights abuses, corruption, or abuse of power, and there's much about Zimbabwe and Mugabe that can be criticized.
But before jumping aboard campaigns to take foreign leaders to task for transgressions, we should ask:
Do the charges have substance, or are they part of a propaganda program intended to build public support for intervention later on? It's easy to believe the worst of foreign leaders, especially when the mass media seem to agree unanimously on the leaders' crimes, but the Left, which prides itself on media analysis, should be wary. Often, it's not.
Does the West have an economic interest in ousting the foreign leader in question? Is he or she presiding over a largely socially or state-owned economy, resisting IMF demands to privatize state-controlled assets, or threatening Western investments?
Are there other leaders who are abusing human rights about whom little is said? If so, why not? What's the nature of their economy?
To what extent are the acts we condemn foreign leaders for – Mugabe's repression of the Western-backed press, Korea's pursuit of a nuclear weapons program, Cuba's jailing of dissidents working on behalf of Washington to restore the island to capitalism – defensive manoeuvres against pressure and interference by the West?
What about our own leaders? Are their crimes more notorious than those foreign leaders are accused of. Mugabe is accused of inspiring the racially-motivated take-over of white-owned farms, and of stealing an election. If these charges are true, they hardly compare to the crimes of pursuing wars of aggression or ordering attacks on civilian infrastructure. Where should our attention be directed? What does it say when we focus on foreign leaders that resist integration into the US-dominated capitalist system, while ignoring, or minimizing, the huge -- and imperialist -- crimes of our own leaders?
There's no question the West is pressuring Mugabe to step down, in favor of Morgan Tsvangirai, the opposition leader, who would prove far more congenial to Western economic interests. Tsvangirai has no serious plan for land redistribution, and wouldn't challenge Western interests that stand in the way. Rather than calling for Mugabe to be prosecuted, anyone genuinely interested in justice in Zimbabwe should be demanding the West support the country's land reform program, and free Harare from the IMF's neoliberal dictates.
Unfortunately, it will be said -- by the same people who cheered on the Western-backed Democratic Opposition of Serbia, backed Saddam's ouster, and are lining up behind Wesley Clark -- that not condemning Mugabe is bad politics and is no way to carry out a progressive anti-imperialism.
On the contrary, calling for Mugabe's prosecution, rather than demanding Zimbabweans be given space to deal effectively with past colonialism and current imperialism, is hardly anti-imperialist, progressive or otherwise.

On Sunday, he unleashed it.
At his word, thousands of disciples, wearing green headbands and carrying automatic rifles, stormed into the streets of several cities and set off the most widespread mayhem of the occupation. Witnesses and occupation officials said the disciples occupied police stations, fired rocket-propelled grenades at American troops and overran government security in Kufa, the town in south central Iraq where Mr. Sadr lives. The U.S. is Sabotaging Stability in Iraq
by Naomi Klein BAGHDAD -- I heard the sound of freedom yesterday in Baghdad's Firdos Square, the famous plaza where the statue of Saddam Hussein was toppled one year ago. It sounds like machine-gun fire.
On Sunday, Iraqi soldiers, trained and controlled by coalition forces, opened fire on demonstrators here, forcing the emergency evacuation of the nearby Sheraton and Palestine hotels. As demonstrators returned to their homes in the poor neighborhood of Sadr City, the U.S. army followed with tanks and helicopters. As night fell, there were unconfirmed reports of dozens of casualties. I would like to refer to the article in the Sunday Express (March 21) entitled "Hugo the Horrible", signed by Raoul Pantin, in which the author refers to Venezuela's political situation; the perception of President Hugo Chavez's supporters and detractors and President Chavez position on the downfall of Mr Aristide. I consider it pertinent to clarify some points addressed by the author in his article regarding the process of profound political, economic and social changes taking place in Venezuela.
Firstly, I disagree with the author when he states that "the politics of Venezuela mattered very little, if at all, to Trinidad and Tobago and the wider Caribbean". Nevertheless, it must be quite complicated for anyone unfamiliar with Venezuelan affairs to follow the current situation, particularly when the main information provided by the international media is superficial and frequently biased.
Perhaps it's relevant to point out that Venezuela's new constitution is widely viewed as one of the more progressive in the world. In a 2000 report on the document, Amnesty International stated, "The 1999 Constitution is an important and significant step forward in terms of human rights." Moreover, the recall referendum was proposed by President Chavez and his party when the country's constitutional assembly drafted the new constitution, as a mechanism to allow a recall election of all elected posts, once half of the term of the mandate has been fulfilled, and in compliance with the rules established (Article 72). Consequently, it is not up to President Chavez whether there is a referendum or not. He has repeatedly stated that he does not oppose the recall election as long as all the requirements established in the Constitution and laws are observed.
As to the author's opinion of President Chavez's agenda being "hardly about uplifting the poor and ennobling the disenfranchised", let me mention some of the most fundamental achievements of this Government to defeat poverty and social exclusion in the last four years. However, it would be worth noting that President Chavez inherited an economy that was experiencing a long-term trend towards increased poverty, misery and inequality.
Actually, President Chavez is not the first Venezuelan president to face capital flight or the first to apply exchange controls (implemented at the end of 1983; then, in 1986 and in 1994). There was extensive privatisation; foreign investment increased, oil prices rose-but corruption and poverty kept on growing. This was the situation President Chavez's government inherited in 1999.
This takes us to the author's next allegation that, "for the first time since Venezuela's return to democracy in the 1950s, there are hints of a return to the instability and upheaval that characterised Venezuelan politics for decades".
This statement ignores the various unfortunate social and political uprisings that occurred in Venezuela during many decades, one of the most recent ones being "The Caracao" on February 27, 1989. Just 25 days after Carlos Andres Perez's second presidential term began, a violent upheaval against the harsh IMF-imposed reforms took place in Caracas and other Venezuelan cities and brutal repression by state security forces that ensued left thousands killed and wounded. Furthermore, in February and November 1992, there were two other attempts to oust the government.
Allow me also to point out that it was under the government of President Hugo Chavez that the the Inter-American Court of Human Rights recognised the responsibility of the State during the tragic events of February 1989 and the rights of indemnification of victims and relatives. It was President Chavez's government which indemnified the victims and indicted the public officers responsible of those crimes to the international jurisdiction of human rights.
Despite the current political instability and the incessant attacks on President Chavez's administration, significant goals have been accomplished.

To conclude, more people are involved in Venezuela's political institutions now than ever before, from land reform committees, to local participatory planning councils, to public accountability efforts. Last week thousands of candidates were nominated for next August's regional elections of governors, mayors, state legislators, and city council persons. This political and social transformation, which seeks to address inequalities of opportunities, as well as advance towards true participative democracy, is being carried out within the democratic framework.

Papers prove US knew of genocide in Rwanda Posted: Friday, April 2, 2004

US president Bill Clinton's administration knew Rwanda was being engulfed by genocide in April 1994 but buried the information to justify its inaction, classified documents made available for the first time reveal.
Senior officials privately used the word genocide within 16 days of the start of the killings, but chose not to do so publicly because the president had already decided not to intervene.
Intelligence reports obtained using the US Freedom of Information Act show the cabinet and almost certainly the president knew of a planned "final solution to eliminate all Tutsis" before the slaughter reached its peak.
It took Hutu death squads three months from April 6 to murder about 800,000 Tutsis and moderate Hutus and at each stage accurate, detailed reports were reaching Washington policymakers.
The documents undermine claims by Mr Clinton and his officials that they did not fully appreciate the scale and speed of the killings. Full Article

Aristide launches kidnap lawsuit Posted: Thursday, April 1, 2004
BBC - Ousted Haitian President Jean-Bertrand Aristide has filed a lawsuit against unnamed French and US officials, accusing them of kidnapping him.
Mr Aristide left the country a month ago, as armed rebels were marching on the capital, Port-au-Prince.
He has repeatedly accused the Americans of forcing him into exile. Both the US and France had urged him to stand down. Full Article
